How come games like Cyberpunk 2077 and GTA V Enhanced Edition can run on high 60+ fps but this peace of shit struggles to hit 30 fps on low?

Cyberpunk and gta were both essentially made 10y ago. Cybertroon also ran like shit on release and 15fps was a high benchmark assuming it didn't crash. Stop being a disingenuous nigger for (YOU)s the game ran at 144fps never dropped a frame and I had a singular crash in my 100% run of about 67 hours.

I have a 3060 and it runs fine, I've never once had a problem running on a 2k monitor at 60-70fps.

I don't believe you. 2077 runs at 60fps with ultra settings besides RT on a 6750xt, but E33 runs at 50fps ultra settings.

You're almost as much of a liar as OP. If OP can run Cyberpunk 2077 at high and get 60fps, there's no way he can't get E33 to run high at a minimum of 40fps also. As for you, a 3060 is significantly worse than a 6750xt, yet you're somehow getting better framerate at a higher resolution? That's not possible, unless you're using lossless scaling in which case you're being disingenuous.
