Because they are inept. They didn't even have the second half of the show pre-writen before starting production. Everything after episode 15 they were winging it. Atsushi Nishigori looked at what his betters did in Eva, TTGL, KLK and thought to himself that he could just do the same thing, he thought it would be cool for the real unforseen enemy to suddenly reveal themsleves at the last minute and for the conflict to suddenly rise into space where the main couple would die in an act of self sacrifice that wouldn't even destroy the new unforshadowed enemy. All the while serving up a sideplot line ripped out of Adam Sandler's 50 first dates for the only side characters who mattered as if it were something new and profound. He did all of this while failing to realize that the only thing people cared about was the main couple to get a tangible happy ending where they could be together. But no, muh reincarnation. Hurr durr muh Japanese spirituality folded over 10000 times so profound. Preaseu crappu!
Meanwhile the Mangaka behind TLR, basically having to cut his manga adaptation short due to lack of interest from the horrible anime reception had the wherewithal to give people what they wanted.
