Yes but that's just a consequence of how it had to come about. The concept of the 'principate' and 'dominate' periods is being thrown out, becuase there were absolute rulers in the so-called principate period and republican-like rulers in the dominate period.

That's what happens because the imperial cult was a derivative of private and patriarchal aristocratic cult. I enforce aristocratic cult before pure kingship. The latter derives from the former and allows true Roman excellence.
