It's pretty easy when you can handwave lesser aim as Chief being a cut above the rest.
I want to say even Flood with the pistol in CE don't do the same damage to shields that a player would but I could be wrong, even so most human enemies would not be Spartans with both amazing aim AND the ability to quickly line up that shot.
You can also integrate fearful behaviors/roundabout tactics and instead of blowing off limbs like with Flood, just have them be noticeably bloodied and the limb work less well if at all.
Story-side there are so many options that I'd go over the post limit but you get the general starting idea. You can even make humans individually scared, but then get desperate with tactics like trying to rush you together or be unwilling to peek out and just be waiting to ambush you/get grenaded if the player saved up.
The objective is to make them fun, interesting and set apart from how Grunts and other aliens would act, rather than just be formidable enemies. Beyond this post playtesting would be needed, but reception will also depend on the context/story for such enemies existing.
