I finally caved and downloaded MEIOU. I know I shouldn't do it now, but I just couldn't resist any longer. Also my first time playing EU4, actually.
I want to focus my efforts towards reforming enough to get meritocracy. Getting noble power down seems like the biggest hurdle.
