Well, if you're after action-y KMMOs specifically, I can vouch for both Vindictus and Dragon Nest. The former does have an official server still active to this day (and it's pretty fun to see how crazy recently-added characters can get), but the latter only has private servers to its name these days.
Believe DN in particular has its own "Classic" progression server, replicating the patch cycle of the original title, as well as another server which took the base of DN and went wild with custom content and such.
Either Vindi or DN might be worth looking into, if you're jonesing for a more mission and lobby-based experience.
RaiderZ is another rather unique and ambitious take on the action-MMO themepark, originally made by the team who developed the cult classic GunZ: The Duel. It only lasted just a couple of years on the market, and certainly carries the feel of being an unfinished project, but I had fun with it for a couple of weeks a while back.
There's two private servers for RaiderZ, to my knowledge. One closer to a "Classic"-esque experience with an emphasis on party-play (even very early on - it's quite difficult to roll solo when leveling), and another one features more content and slightly less dependency on partying up to get anything done. Not fantastic, per-say, but interesting in its own way.
There's also a private server up for the UE3 incarnation of the original Blade&Soul, if you're wanting to see what TERA's spiritual sibling might've been like.
Beautiful title for the engine it's in, and the Lyn are super cute (with decent slider-fu), but its gameplay isn't as intricate as what's offered in TERA. Very small NA population as well, sadly, if you're in that region.
