I think you're right, I'll just stick with my current roster for now and maybe gear up a few more chars with future leveling events. I don't really see myself running future content on that many characters anyways unless there's an incentive to do so (like the old raid shop).

The thing with this cap is there isn't really anything to burn extra fp on (except hells and annihilate but resource-gated) so once you're done with dailies/weeklies you're essentially done whereas in previous caps you could farm gold or terranium or whatnot, so running more chars feels more incentivized than ever at least early-on.
