reading the skills it seems obvious. use skill 2 get them under 75%hp giving them a stack of friendship. and skill 2 gives a stack so they'd have 2 stacks. skill 3 maxes out it's buff at 2 stacks so use it after.
but maybe there is some speedrunning tech and just using skill 3 raw gets you enough buffs? who knows. but reading the kit it seems 2 into 3 is the move.
