He's you, he's the piece of you that keeps you from the God mindset and tempts you off the path to Buddhahood/enlightenment, whatever you want to call it. Stop thinking of God and the devil as separate beings, in that way they're just fairy tales, fables for inner work. The truth is far more interesting and leads to real results, attaining godhood. Becoming a true Son of God like Jesus.
