Good analysis. A few notes:

The Leochares statue is a religious expression of a superhuman entity whose character is meant to be worshiped (unattainable virtue of a vastly superior being), whereas the Brekeran statue is a secular expression of a human ideal whose character is meant to be emulated (attainable virtue of a marginally superior being).
>the buildings
Socialists actively take pride in keeping their buildings basic and not "wasting" money and resources on wealthy façades that (in their eyes) are better spent feeding and clothing their people. Socialist architecture is frugal by intention. Combine this with the nationalistic appreciation of classical motifs, and you get "Stripped Classicism".

Given the aforementioned architectural frugality and lack of impressive design, the obvious way to compensate for that is to double down on impressive scale - so that's what they did. It's also presumable that they equated the magnificence of their buildings with the magnificence of their country, and furthermore I suspect that they wanted people to focus on the highlights (eagles, hookcrosses, etc) and not bother much with the rest.
