If you live anywhere with unprotected left turns and heavier traffic, it is basically impossible to make a left turn if you don't pull forward into the intersection and proceed once the oncoming light turns red. It's legal in most states in the US as far as I know.

OP's problem was that they started turning left too early and blocked oncoming traffic. Can't cut the corner.
