The VRC was a group started by Sega, but operated independently outside of Sega to rate games. There was an attempt to make it a game industry wide standard but these logos only really appeared on Sega games to my knowledge between 1993 and 1994. I think Sega was trying to push the VRC at the 1993 video game hearings. But the end result was the ERSB. At this point in time Nintendo would enforce their own censorship guidelines to third parties. Nintendo would have rejected a Sega created ratings board.
