I'm starting to think that Rover in the past was devoid of all human emotions. It would make sense for his title of Arbiter as he will be the one pass judgement. Emotions tend to make you pass impartial judgements but at the same time judgement without emotions lacks any humanity. I suspect emotional build up is what made Rover wipe his memory. He didn't want his old nature of cold heartedness from affecting his future decisions.
