Target was legitimately a good guy; he agrees to being killed by Loona because he thought she was a Make-A-Wish orphan. He says he wants to say goodbye to his children first; it turns out they're adopted children. Loona likes him because he adopted a lot of orphans, but he freaks out at the end when he sees her true form, and she accidentally shoots him in both knees before Blitzo kills him by smashing his head into mush with a brick.
Most people have a grievance with the ending. It felt like cheap, edgy humor.
