One of these days I'm gonna do a Flurry ranger ninja. Dex-based means studded leather armor off the rip for the pic-related look. Shurikens are reload 0 so they work with Hunted Shot, and they're agile too, unlike bows. The 20' range would be a problem for most characters, but ranger has access to Far Shot at level 4, and can even pick up Strong Arm from the rogue archetype if they want even more range. They're almost certainly going rogue at some point anyway for access to Mobility, which basically gives them a gigantic Step that they can use to get away from melee opponents before unloading three shurikens into them. There's a few places to go from there.
You could go down the Warden's Boon/Shared Prey tree to buff your martials' iterative attacks and enable three-Strike turns. You probably also want Initiate/Advanced Warden for Gravity Weapon and Animal Feature, focus spells that grant you a flat damage boost (great for making 4 attacks per turn) and a fly speed respectively. Since you're boosting STR/DEX/CON/WIS you'll qualify for the fighter dedication by the time you're out of rogue, which lets you grab Assisting Shot to buff your allies some more, and eventually Felling Strike so your gatling gun of shurikens drops fliers out of the sky. You can also afford Distracting Shot/Greater to make enemies you tag off-guard, then head back to rogue and take Sneak Attacker to take advantage of that with another flat damage boost. If you're not in a FA game you'll have to pick and choose from these, if you're using FA you can just scoop up all of them.
On the skill side of things, I might be tempted to grab the jumping/climbing feats from Athletics along with assurance. Since shurikens are one-handed, you'll have a hand free for cllimbing, meaning that, in your later levels, you'll be able to leap/run up walls and cling to them while throwing ninja stars. On top of that I just think the Hunt Prey action fits really well with a shinobi character. It's rad.
