Personal theory, the Square side is intentionally prolonging and sabotaging XII so FF can look better on paper. XI being the success it was probably chafed some of the suits' asses who prefer Final Fantasy.
Doesn't help that two-thirds of Dragon Quest died within a relatively short time. If XII does release, that's the swan song for the franchise.
