I think it's because it's sculpted with an expression. I know why they do it, but always going for the neutral head ends up making a lot of the likenesses worse because they have less information to deal with. Pulling a face engages a lot more muscles and adds lines to the face, so the sculptors would have more to anchor the portrait.
Imagine an AOTC Anakin with this face. Hasbro should really start including a second head with Black Series so that they have two chances to get the faces right.
Also if they absolutely nail the sculpt then they should include that head with future versions. Then we wouldn't all need to be buying a second Yavin Luke to fix the new farmboy Luke with the fucked up head.
