I'm pretty sure it's tied to a separate scenario toggle like "mechanoid pursuit" or something, you have to choose the odyssey start or manually add it to a scenario to get the persistent mechanoid attacks since I remember seeing it added in that scenario and the odyssey start doesn't let you disable mechanoids (but getting a gravship otherwise does). I'm almost certain you're able to get an EZmode quest gravship or research/make one as normal or simply make a scenario with a gravship/gravship arrival and no mechanoid pursuit.
