3. those minorities range from blue furries with PhDs (pretty normal, we probably already have a bunch) to chicks who stepped out of Cronenberg's The Fly (weird but she'd do great in Hollywood) to people who shoot energy beams and lasers (huge security threats), or involuntarily disintegrate anyone around them or shoot nukes out of their eyes (nationwide threats) or can reverse the magnetic poles (human civilisation tier threats), or feed on stars (interplanetary threats).

And their most well known member is a guy who calls himself leader of the Brotherhood of Evil Mutants, destroys space launch facilities and nuclear submarines as a past time, can potentially human civilisation, and his henchmen include a speedster who could kill an army in a second, an illusionist who can trick you into doing anything he wants, and an actual bona fide witch (she is even red headed).

giant killer robots sounds like a logical response.
