I've seen this happen in other series where an arc feels like it might as well be a new / different series altogether and Wano kind of has that vibe about it. I think Wholecake almost falls into that too but manages not to (the split cast is a big contributor to WC feeling that way - it's different with Dresrosa since the whole cast was still there for parts of the arc)
