Yes and the average (lootable) NPC on the Strip should carry an average of 2,000 caps. Meaning half the tourists you loot should have less than 2,000 caps (unlucky gambling addicts, chem addicts, sex addicts, alcohol addicts, food addicts, nuka addicts, etc) and half should have more than 2,000 caps (lucky gamblers, rich niggers, etc) to better represent Credit Check Lore through game mechanics and to give honest rewards to evil karma players willing to do anything to get rich I.E. kill & loot every visitor you meet on the strip. it'd be pretty based to kill 20 people on the Strip and average 40,000 caps at the cost of karma. you should sometimes just get passports instead of caps while Casino staff and NCR Troopers "stationed" on the Strip carry an average of 100 caps ideally

It should have been like that at launch and somebody really needs to make a mod for this
