Hitler was working with a tight budget, the jews had destroyed Germany in WWI and while Hitler was going a great job rebuilding, within the country, sanctions against Germany were problematic. They were shipping out jews as fast as they could, and compensating them for their property in Germany as they were processed (They didn't steal anything from the jews)
