Gammoth threw Tigrex around like it was a toddler throwing a tantrum. That's an easy display of superiority. Not Astalos and Rathalos clashing evenly before crashing. If two men fought evenly on a rooftop and fell during a grapple, you wouldn't say that the guy who landed on the bottom was "weaker", just unlucky.

Astalos predating on dromes isn't an indicator of overall strength. If anything it's the opposite, as prey like Aptonoth are much more nourishing as food items then the thin and bony raptors. Astalos is no weakling but I heavily doubt that it's strong enough to kill or cripple Rey Dau on its first attack. Rey Dau seems to be functionally immune to the level of electricity that Astalos can output. In fact, it outright charges it up. Astalos is faster yes, but Rey is built like a tank with the strength to match.

After taking a divebomb to the skull Rey pins Seregios to the ground with a single wing with little difficulty. In its fight against Guardian Arkveld, it pins Ark with a single wing until it being choked by a sneaky prehensile chainwhip. Rey is clearly a cut above the average flying wyvern in terms of raw strength and enhances itself from external electrical blasts. I don't see how Astalos can take down something that seems like a perfect counter to it.
