Makima didn't bother to avoid the bullets the same way Mike Tyson has no need to dodge the punches of a 7yo girl.
Gojo on the other hand has this scene (his best on screen Speed feat btw) that proudly showcases his amazing speed... By struggling to kill some fodder in like 5 minutes... (Quanxi was doing this in mere seconds in part 1)

Moreover Kashimo quite literally threatened Haraki by creating toxic gasses inside his body.
