I have no idea. But by the looks of it, the comic was commissioned and paid for by Sega of America as part of Sonic the Hedgehog 1's advertising.; I guess that was published in the Oct 1991 issue of EGM, and I guess they reviewed the game in the July 1991 issue. I guess Sonic was already available when this ad hit.
