1) Ye if you check you will see it asks for "Amity" to buy it. Amity is how well you know the NPC, most people brute force this when they find a similar NPC by spamming wave at the NPC, spending 3 energy for 3 amity. Don't bother with it, get a saddle with the other ways I mentioned.
2)Some of the gear will wait for you at Y rewards, stuff like a TET and a PEN blackstar after you complete some challenges. Other gear upgrades will come from completing questlines, like how the Magnus questline will reward you with a PEN boss gear armor of your choice. There are also questlines for guaranteed armor upgrades and accessories, from the NPC called Jetina, or the recently added DEC Tuvala quests. And of course there are the old usual ways of getting base gears and tapping them till they are useful or buying from other players. But we will cross that bridge when we get there, for now all you should need to figure out is how to enhance your Tuvala to PEN, and once you graduate, you get a set of TET boss gear to prepare you for what's to come.
3) Workers are NPCs hired by you to work for you. For example you can hire a worker from Velia to go and gather chicken meat and eggs from Bartali farm, after you connect Velia and Bartali farm by allocating some Contribution Points to do that. Once done, the worker will keep bringing in materials as long as his stamina meter is above 0. Later on you will unlock a Family Inventory, mostly used to store stamina restoring food so your workers can keep working 24/7. It may seem pointless at first, but later on it adds up and can bring a lot of passive income. Maids on the other hand are mostly for convenience since they let you grab items from your storage while you are away from the storage keeper, and then the maid goes into cooldown. Some use maids for mob grinding sending the heavy loot to the city, but horse stacking is an option for almost every spot.
