Silver's entire existence is tied to a rewind button where Sonic and friends failed so he can be important. It's an extra step beyond Blaze who would be alerted and fight alongside Sonic. Both are never needed no matter how much the plot wants to fellate them being powerful. Their usefulness begins and ends as support but their standing as powerhouses means they need to be the poochie of the story
