I think it was clear that Power loved him, even if as a Devil she probably didn't understand it. Her memories showed a naked Denji, and moments that certainly seemed more romantic than just friendly.
Denji wasn't really returning those feelings because of his obsession with Makima, but he did pick to stay with Power over going on a trip with Makima. And even he didn't really understand why.
If Fujimoto does decide to bring back the Blood Devil, it'll be interesting to see where that goes.
