I heard a couple of things about this that might be relevant.

1) Price
Young people don't have a lot of money and booze is an unnecessary expense

2) Surveillance culture
Everyone films everything at any given moment, especially young people.
Would you be confident enough to be relaxed enough to get drunk when anyone can film you and upload the footage online?
There's a great fear of this happening amongst the young.
