Not gonna defend him, but at that point in the game level hardly makes a difference compared to the gear you have equipped. The biggest problem with getting a level 1 character that late is that he's slow.

This is autistic of me, but funnily enough Limit is one of the best skillsets to use in randomizer runs, because classes will randomly be able to learn Non-Charge. Cherry Blossom from a high MA unit with Non-Charge can just vaporize entire 3-panel grids in a single turn.
For regular gameplay, Finish Touch is honestly OP for a 0 MP cost spell with 20 charging speed, and Climhazzard is obviously useful against bosses.
Cloud rarely makes my team but he's more useful than Meliadoul, at least.
