tbf: if Arkhipov had of consented and turned his key, it wouldn't have been a failure of US policy, it would have been a limited nuclear exchange and an invasion of Cuba.
Kennedy already blinked somewhat when the U2 was shot down and he didn't order an attack, which it was had already been agreed would be the response to a shoot-down.
It turned out to have been shot down by Cubans though and Kennedy basically correctly read Kruschev's mind about his intentions and what really happened and went with his hunch.
