If they just removed the linebreak after the bullet points start and moved the condition to the top of the card, it makes a pretty substantial change. Substantially less wasted space and it's more to-the-point in terms of actually reading and interpreting the card.

You can also simplify the activation condition to "You can only use each effect of <this card name> once per turn, and only 1 per chain" to shave off more text.
