The recruit system is weird, since there are points in each chapter where certain enemies stop appearing and you gotta either backtrack or hope the game dumps a bunch of them for you to spare.

That's part of the game's motif, though. Deltarune asks "what if the player character had motives that contradict the player's?"
Kris frequently tries to hamper the player's actions. You can compare and contrast it with OneShot & OFF, where both games have main characters that are aware that they need the player's help; the Batter and Niko are (arguably) on our side. But Kris's relationship with us is very murky.
