No, it isn't. At all. Priestly was literally not allowed to use actual aliens when world building. All aliens in 40k are fantasy races alongside literal demons from hell. 40k tech is outdated and everyone is running around with swords, hammers and axes while casting unapologetic magic which doesn't try at all to be excused with some scifi bullshit. Ships act like medieval/ancient ships down to ramming being a thing. It explicitly feels like Fantasy and it's the very intention. Posterboy Marines are and look like generic knights, but holding a gun sometimes in an addition to a sword
