I doubt that was ever intended, at worst it was just going to be Levine reminding people that he worked on SS2. Like at the end when Elizabeth opens the tear to Rapture, they were probably going to have her also open a tear to System Shock 2's Citadel. The legal issues behind the IP are probably why they gave up on it.
