I don't think its possible because in the most optimized builds are the broken builds that are so good that they break the entire game in half. Game devs can always nerf the worst offenders but if they do a general balance check where every build potential ceiling is low, then the game depth also suffers as a result. There is no new builds or damage sources to discover, every build feels the same in the endgame.
The whole goal of Arpgs is to grind the game to "solve" the game and make your build so good it breaks the game in half. You can't balance the game around the most broken builds because then all the normal builds will feel like absolute shit to play in comparison and now everyone feels the need to only play the most broken shit. The state of D4 and Spiritborn class is a perfect example.
So how do you balance the mess that is Arpgs? By making sure people don't reach the peak or the "Broken" state too early in their builds. That they have to grind for it. Thats all you need to do. If it takes time and lot of grinding to get to the broken build state, then the balance is fine.
