Sakurai straight up designed him as a Heavy Swordsman first, Ike the FE character second, so he ought to count.
That being said, if 107 weight Ike count, I don't see why 106 weight Snake, Banjo and R.O.B. wouldn't, even if I do think they would be in the 'in name only' category.
The most reasonable cutoff is at Piranha Plant as the lightest heavy.
