It's not the hollows themselves that are scary, people in New Eridu have plenty of countermeasures prepared to deal with them, so even when the story tries to make being inside seem dangerous it's by someone getting randomly trapped without a carrot, or some unprepared highschool barging in looking for a rumored crystal gate to travel back in time.
The thing that's presented as scary are hollow disasters, because extreme measures need to be taken to prevent their expansion and you've got thousands upon thousands of random civilians trapped inside.

Thinking back Harumasa and Ellen really feel like a golden standard of what /zzz/ stories should be aiming for
>stakes are fairly low, drama is mostly personal
>the last minute dramatic asspull is small in scale
>focuses on the character's main point of appeal/marketing
>expands on both the character's backstory and daily life
>sets up something easy to follow up on with low effort (the kid NPCs, Ellen's friend group)
