Fujimoto doesn't absolve someone just because they made a bad choice due to other people's actions.
The important part is not really that Cockroach grabbed the kid, or that Barem burned his house down, or that he was being pushed into fighting Yoru during the train scene.
What matters are Denji's intentions. He didn't have good intentions during those moments. Fujimoto is absolutely casting him in a negative light over it. Not as a "villain" but as a very flawed individual who is more and more often being referred to as a "devil" rather than human.
The "punishment" can be seen all over his body language, his confidence from earlier P2 has been shattered.
