I never understood this sentiment. The most empowering thing in a video game is to be able to make decisions, especially ones that are the result of logical systems as opposed to scripted choices. The most empowering games are immersive sims where you can avoid all combat and western cRPGs that have a million choices and routes. The most empowering RPG is the one that gets as close to playing an actual tabletop session live.
JRPGs where you walk in a line and kill the demon lord do not make anyone feel
empowered. We sacrifice freedom and empowerment in linear games for the sake of a cinematic experience and tighter narrative. Classic JRPGs of course originate from editorialized retellings of past tabletop sessions.
