I downloaded a bunch of tools for modding WBC3 from some fansite like a decade ago. That site is probably dead by now, so here's a download:

I opened the campaign file with the XCR editor, and copied the line "<Condition type="victory" id="global_episode" action="assign" value="2"/>" from ACT_KalpSeers to ACT_ExploreSundIsle. The files are pretty self-explanatory, so you can make edits like that easily. For example, you can also unlock a shop in Yrm that is normally inaccessible - probably a bug.
