Unless an anime is set in a specific real-world country, it feels like anime characters don’t have a defined race or nationality.
By the way, the live-action versions of Attack on Titan and Fullmetal Alchemist were both played entirely by Japanese actors.
It’s probably allowed because they aren’t set in a specific country.

Honestly, a white-looking Naruto just feels off. It doesn’t matter if he’s got blond hair and blue eyes.
The only characters that can pull off a fully Caucasian bone structure without feeling out of place are probably JoJo characters.
