Probably? But focusing too much on what is and what isn't doesn't tend to be productive. There was a joke that Witcher 3 is a VN, arguing that everyone praises it solely for the story and immersion (and a million interactive cutscenes, too) and that the 'game' parts of that "game" are so trivialized and bad as to not count. And some VNs reduce the already minor "gameplay" even further, to the point that they become "stories with pictures"; some are completely unvoiced. Are these "more" literature, just by stripping away a few of the "distractions"?
At the end of the day, the primary purpose of many of them is telling a story, and they rely mainly on the written word to do that. Lots of those words, to be precise. Given that, I don't think there's a meaningful line to be drawn between them and "pure" literature, regardless of what you decide to call them. Some of them can even tell good stories.
