I don't know. Making Spencer the villain of a mainline game now feels like too little, too late.
At best, maybe something like a Revelations 3 where Billy or someone else who got thrown on the wayside ends up embroiled in one of Spencer's schemes prior to 5, is unable to finish him off, but at least forces him deeper into hiding, leading to the state he's in when Chris and Jill finally get to his hideout.
