Well, no, because you can wait until the banner is over and get L2D skins at 600 pity which costs 36k gems (roundabout $300 if purchased without the use of discount packs). You can also just buy out the L2D cards using 8 dupes that you are likely to obtain on your way to 600 pity since 100 pull pity skins are relatively likely.
