By not actually being WW2-scaled, and instead being usually limited to one country (or continent, at most) and a few months.
>but what about AC5
Outside of Grey Men-orchestrated attacks, both the Yukes and the Oseans avoided major population centres in their operations, with the exception of Cinigrad (thinking that taking the enemy capital = war is over).
>but what about Hoffnung and the nukes
The nukes somehow killed 12k people, when 90k were killed in Hiroshima alone, and the perfectly conventional siege of Leningrad killed at least 1.3 million civilians. Hoffnung was the only city to receive the carpet bombing treatment (and even then, the fucking Belkans decided to one-up the Allies), while in WW2, almost every goddamn city with more than 100k inhabitants got a much worse treatment. Moreover, you must never forget that WW2 had an unimaginable number of atrocities deliberately committed against civilians even for a fucking laugh, and that's discounting the organised mass murder, the deliberate famines, and even the simple effects of looting - meanwhile, at most, atrocities in Strangereal seem to only happen out of a desire for revenge (Tyler Island, for instance).
