i think the main hurdle is the design is boring if it's just some soldier. it's not really much of an OC in that case, is it? just some anime catgirl in an SS uniform. rather than the subject matter it's just a boring character. there's no problem with drawing the uniform either, hellsing fanart is perfectly acceptable and not everyone is californian.
