This I agree with. I was reading my gigantic Zelda book today, and noticed a quote of them saying they made Wind Waker 2 based on the existing game until word from above said "Do a different Zelda". This means TotK was allowed to be BotW2 because nobody above them said anything. A clear sign of regression since Iwata passed away.
