It's consistent that any time there's a magikoopa on a broom it's kamek. Which is why the Mario galaxy Magikoopa in the intro cutscene is debated whether or not since he wasn't on a broom. He should also get a more unique wand when he does get more Mario prominence to differentiate Kamek from the generic magikoopas.
