The issue with having an ice cold robot that has no qualms with killing anyone that gets in his way to become and prove himself at the real Sonic and true ultimate lifeform, is that him winning would reasonably result in him killing whatever hero he was fighting.
Honestly though? Metal doesn't even need to win to be intimidating, he just needs to be treated as an appropriately powerful threat that NEEDS either Sonic himself, or other characters working as a team, in order to beat him.
Most of the time he's just used as a literal jobber and it sucks.
